SUMMARY:Philadelphia's New Tenant Protection Laws: What Landlords and Property Owners Need to Know
DESCRIPTION:Philadelphia City Council recently passed two significant pieces of legislation   Bill No. 250329 (the "Right to Repairs Bill") and Bill No. 250330 (the "Right to Safety Bill")   both taking effect November 1\, 2026. This session will provide an overview of the new requirements and their practical implications for BIA members.\n\n\n\nTopics will include expanded good cause eviction protections\, new tenant rights to organize and negotiate\, a strengthened implied warranty of habitability with a rebuttable presumption of breach\, and enhanced anti-retaliation provisions. The session will also cover the Right to Repairs Bill's new rental license posting and delivery requirements\, expanded Certificate of Rental Suitability trigger points (including a new on-demand tenant request mechanism)\, and safe harbor provisions. Particular attention will be given to the private right of action and rent refund exposure under both bills   areas with significant litigation implications for property owners.
